Fixed: do not allow to create activities when no rights to do it

The ACTIVITY_FULL role does not give anymore the roles
CHILL_ACTIVITY_CREATE_PERSON and CHILL_ACTIVITY_CREATE_ACCOMPANYING_COURSE.
